What I don't get is why the auto-suggest a title can't strip away the offending characters so that we don't run into that issue.

Unicode strives to include all the characters in all languages, and also all symbols and emoticons etc. Does this imply that all submission titles should be empty?
And (edit), all ASCII characters are in Unicode anyway, so...

ASCII is in Unicode but Unicode is not in ASCII.

Yeah, I tried to say that because ASCII is included in Unicode, then text containing only ASCII characters is composed, by definition, of Unicode characters. If Unicode characters are forbidden in submission titles, then ASCII characters should, by definition, be forbidden. :>
I'm such a pedant sometimes.
(Furthermore, UTF-8 encodes characters 0-127 identically to ASCII.)
