Er, he said Sub-Saharan. And from looking at the article, he actually seems to be right. Northern Africa had a few indigenous writing systems, but mostly used the Arabic and Phoenician systems of their conquerors. The few Southern African writing systems that are mentioned are very recent inventions (as recent as the 70s) which I'd be willing to bet would not have been possible without Western education.
