Exercise should be used to maintain the weight standard, yes, not meant to lose weight with.
However, cutting the calories takes lots of discipline, that most people ignore and chomp down on chips and sodas.
Keeping the body active increases a metabolism that should be maintained either way.
It's an old argument to blame the lack of strength and energy because of age.... because there are 70+ year old body builders, whom the skeptics will always claim: "Those are not normal people." to justify their excuses.
