Be careful in your assessment there: the vast, vast majority of anime are late night affairs targeted to the sort of people who'll spend $70 or $100 per two-episode disc. Needless to say, this leads to a fair bit of pure fanservice shows, which tend to be fairly prudishly censored on TV for no other reason than to get people to buy said discs.

Both of those are fairly old; Dragon Ball Z finished its run in 1996 and Ranma wrapped up in 1992. Standards have changed since then and not necessarily in a more open direction.
