But sometimes bad things do happen. If we know creating an environment can increase the chances of something bad happening, wouldn't we want to control the environment to prevent it as much as possible? If we know curtains are easily combustible we don't place a space heater under them because the chance of a fire would increase. Your argument to that is, "well it might not catch on fire, so it's ok to put the heater there"? No, you wouldn't say that because its common sense. So why when the risk is to women/children and the danger a voyerism man suddenly its "different"? It's not. Should we also stop improving safety standards in cars because there is a chance something bad may not happen?
