So the blocked user simply builds a supply of alts to vote with, never uses them to post or comment anywhere near his "victim". How are you going to block alt accounts when you don't even know the usernames?
This wouldn't do anything except place one more very small hurdle between abuser and victim. Abusers are already making extensive use of alt accounts, all this does is persuade them to not post or comment nasty from a few of those alts so those accounts don't get blocked and can still downvote the victim. Some of the alts already banned had never posted or commented in an abusive manner, so it seems some abusers are already behaving in a way which would render your blocking idea completely ineffective.

Well you know I would to hear how you solve that instead of just stating the obvious on why the current system doesn't work.
You never even attempt to address why people create alts at least I tried.

I tried as well, but the only solution I have to bring to the table is one that is not acceptable to the users on here, there's no point in me bringing it up over and over because people don't want it.
You can't stop people creating alts unless you're prepared to ban large blocks of ip addresses, including entire VPNs where they cannot manage their own users due to their logging policies. For obvious reasons, many on here don't want to see VPNs get banned.
As long as people can create alts then any banning / blocking / sanctioning of user accounts is ineffective, the most you can achieve is force someone to select a new username. We've already seen how absolutely pointless that was against amalek.
Sorry I don't have the solution, I believe there was only one solution and it's been rejected leaving an insoluble problem.
