Deleted posts aren't technically "deleted", just removed from a sub front page. You can still post that same link you had to any other sub, just not the one you already posted it to.
Maybe it would be worthwhile to allow a minute or so for the author to edit the title before it's locked in, but also indicate when it's been altered like any regular comment does now.
Add a question mark or a hash to the end of the URL, that should trick Voat into thinking that it is a different link without affecting the functionality of the link.
Sorry to ruin your joke for the audience, but adding a question mark and sometimes even a Pound Sign (that's right I said Pound Sign not Hashtag you Twit mother fuckers) will most certainly effect how the target page loads depending on how target site is designed. Those two characters are very special within any URL and have their own dedicated web standards.

Try it on desktop if you can. I recommended that to users with weird 'cache' issues on mobile apps, and it usually works.
