We are. Ranches hire private security to pop spics on the border, all day long. It's perfectly legal, and has been happening for decades. The problems are many, however. American's are overworked, and can't devote their time, or simply don't know about this opportunity, and the US-Mexico border is fucking huge, and spans multiple states, all with their own laws. That being said, you can go to Texas, and rack up a nice body count on a cattle ranchers acreage, if you want.
I'm pretty sure there's zero American law stopping you, but California has its made up "laws" it likes to enforce, but it's pretty fucking impossible to have that much manpower in the national parks. That's another loophole, you can just post up in the hundreds of thousands of square miles of national park, that no one can monitor. Every state but California, you can get away with it on private land. CA is a literal re-education camp.
