That is sheetmetal "armor" to protect the tires; not the worst idea in the world but I doubt it would be very effective in practice.
The "helmet gun" was mounted to a frame on his back. Those suits look absolutely rediculous; extremely limited mobility, thin sheetmetal riveted together to form what looks like armor but would probably only stop a pebble thrown by an octogenarian, bracers for no purpose (maybe they'll mount some fireworks to give the wearer wrist rockets?). It's definitely just concept art, I can't wait to see v7.0 where the engineers will add a targeting computer to the helmet by mounting a magnifying glass on a swivel arm.
Silly all around. It's just like an african to care about what something looks like more than the benefits it provides.
