Nope, that's what category means. "Categorical" never appears on your link.
The word itself is deceptive as used, in my opinion, since without looking it up I think you'd be led to think it's related to "category" but it isn't. Making that wrong assumption seems to lead one to believe that it's a question of context. Such as "per the circumstances, which you may not be completely aware of because of your low position, everything is cool". So it's implying an argument of authority fallacy for you to infer if you don't understand what's said.
I mean, there's a reason why these assholes step on this word so often. It is an antonym of what you'd except it to mean and blows you off either way but in the dishonest and confused sense more powerfully since it seems to imply pending details that would change the nature of the argument and you shouldn't be concerned. It is one of those words that seem to be thought terminating. At least media stop pressing when they hear it, which is strange. They react the same way to "let me be clear", and so they use that all of the time since it's triggering upon "clear". "Daddy is telling the true true now, this is above critique. I'll be in trouble if I press the issue".
