Because crime, cops, the law system is one easily exploited job for the poor writer who lacks imagination. Its the go to job to allow for diverse experience. For instance, if you had a show about a lumberjack, that lumberjack would most likely not travel, or meet a very diverse amount of people, apart from in a bar perhaps. But a cops job is so diverse that its allows for easy writing.

Have a supernatural thriller where you must introduce somekind of artifact collector that is important to the story? Easy, just make him a minor offender and you get all the excuses to put him with the central characters. Just make a minor offender, crime out of anything that you need to wedge into your story and you dont have to think@!

Even good shows, like the fringe, or mediocre ones like sleepy hollow suffer from this annoying western storyline helper for retards.

In the same way, a lot of dumb writers of manga in japan use the high school as a setting to make a story. Because they too lack imagination and just need a pre-made narrative to wedge their bullshit annoying as fuck and dumb characters because they lack any kind of creative spark that is important for actual well made stories.
