Nope. Declining birth rates is due to the high standard of living. Birth rates are low in the upper middle class and above even in the poorest 3rd world countries. Less education and more poverty yields to higher birthrates. It's evolutionary mechanism, people tend to breed more when the chances for survival are lower. As for the forced (low quality) immigration, that is a shitty thing but it doesn't result in mass murders to the point of affecting the population numbers. If the migrants don't assimilate, it will cause reactions in the native population and will end up with the things balancing out in the end, either by people voting the anti-immigration parties into power, or the native population getting fed up and making the terriroty hostile to the migrant population.
