So there are a few other theories to the sound. Some people said that it could be from HAARP. It could also be an ionospheric disturbance of some kind. It could also be some kind of machinery possibility military. Some of the sounds seem like it could be caused by something of metallic origins. Keep in mind that there are also sound weapons being used by law enforcement and military. I'm not saying that those sound weapons could be the cause but perhaps a bigger project of some sorts. I remember reading about a lot of sea life washing up on the shore. The cause of this had to do with military sonar and weapon testing.

heard it first time about four years ago. Sounds kind of like a electrical transformer. I searched everywhere in my building, even shutting off the main power. It seems that my building amplifies the Hum a little. And outside is usually to noisy as well in my little home town.

Yep. I can hear it. Pretty clearly, in fact.
I first noticed it back in 1999 when I lived on a sailboat. Sounded like it was coming from under the water and I could never pinpoint the location. During quiet times I could actually hear it outside above the water.
In 2010 I was tested for tinnitus and I had to be sent to a special hearing test facility. Turns out my hearing is way off the scale both at the high and low ends (I could accurately hear 20,000 Hz frequencies). Don't remember what the low end was, but I could hear it even more clearly than the high end.
Now, during most nights I can hear the hum extremely clearly. And it's the same sound as what I heard on the boat.
Here's the funny thing. I was NOT diagnosed with tinnitus - by two different doctors. Neither doctor could figure out why I could hear incredibly high frequencies at times. And neither one had any explanation of why I could hear the low hum.
