I think the virus originally was intended to be far more deadly, but over the course of spreading, entropy acted as God in his good wisdom intended, greatly reducing the lethality of the virus. It would make sense given the hysterics pushed by the powers that be: they were expecting something far worse but when it didn't happen they had to save face and go with the plan anyway. Their agenda would have been a lot easier to push if people were actually dying like flies, but now that we only have the sniffles people are able to more easily push back against them.
