Maybe Wray is exposing more swamp critters while thinking he is protecting the swamp. Or maybe he there to keep the DS distracted from the real activities going on elsewhere. There are many reasons for allowing someone to continue unhindered until it's time to make a move.
If Q has been tracking these people for a long time (pretty easy when you have access to the NSA database - you don't even have to start 20 years ago to get dirt on them from 20 years ago), then they know who the sleepers are, how to set them up, and where to put them.
