I imagine the rule was originally intended to prevent committees from meeting when opposition members would be otherwise preoccupied by regular Senate business. It makes sense in theory but it is obviously being used for a different purpose here like, I don't know, every single other rule that Congress has ever contrived?

No doubt for all intended purposes were basically for good.
But this is ABUSE OF POWER.
And if someone with a simple brain like mine can see it, then why isn't there an impeachment process started against him?
