I don't think Jim Hoft knows what "locked and loaded" means. Perhaps he watched too many Hollywood movies where "lock and load!!" Is a catchphrase and the writers and actors know nothing about whether that's applicable to the weapon or not.
No one who actually owns a gun says this, unless with reference to loading a Garand. You don't load modern weapons this way.
The weapons weren't Garands, nor is there reason to think the FBI had all weapons on safe -- not the meaning in this phrase, but a meaning one could think, if thinking instead of mindlessly swallowing a Hollywood catchphrase.
