this is interesting. reading the full version of the statute (yes, I'm a lawyer so I went and read it) provides many possibilities.

the first ones that came to mind are Mr. Steele, the author of the dossier.. he would have needed to register as he was definitely engaged in political activity and was paid.

the next thing I thought of was the on-line reporting (which I failed to download) of Chinese diplomats that had been buying up PPE equipment during the months before the "COVID 19 pandemic"... they were diplomats engaging in activities which could influence public interests. that may be something to consider.

I'm sure some others of you on here will come up with more possibilities...
