Fortunately the framers of the constitution knew that allowing "incompetents" to be easily removed from office would be the end of any civil government. And it's easy to figure out why.
How many incompetent candidates are elected into office every election cycle? 20%? So throw them out, plus all the ones in office now. Leaves maybe 20% in office?
Now what happens when all those incompetents who aspire to high office, are running around with nothing left to do, but go after the competent ones who remain in office?
