I hate to be the bearer of bad news but the Governor is the top of the executive branch of the state. It would be like a military general telling Trump to F- off. However, the Sheriffs can argue that no boss can force them to break the law and since the Constitution is the supreme law of the land, the Governor is breaking the law.

Oh fucking well. I would tell the Governor to pound sand, and go get them himself. The Sheriff can call in Federal Marshalls and arrest his ass.

Actually, Sheriff is a constitutional office and they do not work for the Governor.
