Scrolling down I found this good explanation. It's a common thing in Canadian winters too. Dohuk is in the mountains so it's probably cold there right now. Even street lights can make light pillars.

It’s a light pillar. Temps are around 5c and there is a lot of cold moisture in the air. The light is created by something like a refinery or oil burn off.

Same thing was seen in Texas last year.
