Sounds good at face value but, being sovereign, I'd be wary of government help. There will always be a catch and coming from Barr I just can't buy it as being completely benevolent without strings attached.

The Bureau of Indian Affairs’ mission is to enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes and Alaska Natives.

Great job guys, great job.

It is not benevolent. The feds claim all authority over the reservations, so "murder, sexual violence and domestic abuse", things properly dealt with by county and state law enforcement, go virtually uninvestigated under the control of the feds.

At best, this is a transfer of 1.5 million to create titles and paid positions to be handed out by those in power, so jobs. At worst, which it is probably closer to the case, it's 1.5M towards figuring out how best to implement reservation policy and practices to the rest of the country.
