Property rights is the cure. Deed the ownership of their native lands to them and let them do what comes natural to most human beings, pride in ownership and self determination. Why would anyone care about putting their blood, sweat and labor into land they do not own? The short answer is; They wouldn't.

Americans own America. They immigrated here too, so we are just as "native" as they are. We fought and won. The land is ours.
If we really wanted to help we would eliminate reservations completely and facilitate assimilation.

I was referring to the land of the reservations that 'Native Americans' currently live on now being deeded to them instead of the US Government.
