The "Senior Executive Service" are Chain-of-Command administrators just below Presidential Appointments. They sit between the President and the Bureaucracy. They interpret, filter and give orders to the bureaucracy. They are more powerful than the Presidential Appointments. The President can't fire them. They mentor, advance and promote their own people from within the bureaucracy. The FBI, DOJ, State Department, and CIA have their own separate SES. THIS, THE SES IS THE DEEP STATE. THIS IS WHERE THE DEEP STATE IS LOCATED. It was set up by Congress. It is self perpetuating. 7,000 out of 8400 were Obama appointees who were moved into it. They are paid huge salaries. Trump cannot fire them. Trump can fight it, and appoint up to 10%, but can't shut it down or change it without Congress changing the law. Early in the Trump Presidency, it was announced that Obama had set up a headquarters to coordinate and run "the" "shadow government". This was actually reported in the news. And this is what they were talking about. It is amazing Trump has accomplished as much as he has. "No American is safe when Congress is in Session".
