I don't have the sauce, but read somewhere that AR Child Protective Services gets fed frant money based on the number of children removed from homes due to cases of neglect or abuse and that below a certain # the grant $ goes away. So basically, they have to meet a damn quota, which may mean childrem are displaced without good reason.

Would not be surprised as most Fed Grants have quoits, although they won't call the quotas but give an average number of cases expected to be made monthly. If that avg. number of cases are not meet over a period of time then yes they cancel the grant.
