Trump ordered attorney general Barr to investigate all of the shenanigans that took place such as spying on Trump, etc. Barr came back to Trump and reported that the various agencies weren't cooperating. Trump then gave Barr full power to declassify everything he sees fit. And Trump ordered all of the agencies to cooperate with Barr. So we are going to find out the Truth of what Comey, Clapper, Brennan, Obama, and Hillary were up to. He declassified all of it.

But Trump doesnt need to give Barr permission to do something that Trump himself can do. Barr is looking into whether or not the FBI did anything wrong. He hasn't started some big declassifying process.

If Trump just started ordering things declassified and released to the public, it would be reckless and dangerous. There are real legitimate reasons for secrecy in those agencies because of operational and national security. An example is how China murdered a bunch of undercover CIA agents because they learned their identities from Hillary Clinton. And also, Trump can't do everything by himself. He ordered the attorney general to investigate the crimes that took place, and he gave him the ability to declassify as needed for that investigation. The whole point of this is to prosecute criminals, and in the process, a lot of information will be declassified, but not everything. They have to keep secret the details of ongoing legitimate operations for security reasons.
