Don't think so because of the 1872 Mining Act, which is a real gem. Anyone can mine in America for next to no money. they can go anywhere in the US and if they can prove a claim, they pay like five bucks an acre and post no bond, leave superfund sites, and post no bond. I did a ton of research on this because I grew up in a ruined mining town. This is something no one addresses ever. China and Canada have mined in the US and left some of the biggest superfund sites in their wake.
