Yep. In 1866, the Supreme Court ruled in Ex parte Garland that the pardon power “extends to every offence known to the law, and may be exercised at any time after its commission, either before legal proceedings are taken, or during their pendency, or after conviction and judgment.” (In that case, a former Confederate senator successfully petitioned the court to uphold a pardon that prevented him from being disbarred.) Generally speaking, once an act has been committed, the president can issue a pardon at any time—regardless of whether charges have even been filed.

Issue I have with the "secret pardons" issue is where are the classified pardon documents registered so they can be enforcable. Typically, a presidential pardon is an officail letter, states either specifically or in general terms (like Nixon) the offenses being pardoned and then recorded in the Federal Register so it becomes in effect law. I understand that a pardon may cover crimes that have national security implications the details may require redaction. Also, if pardons were classified, the would then violate the EO 13526 on classification and the preceding EOs. Once an executive order is placed in the Federal Register, it has the force of law. So secret pardons classified to coverup crimes or embarrassment, etc might be considered technically illegal as they violating law by executive order. And again, where would such redacted pardons be maintained so a person can say, yes, my client [ xx ] has been officially pardoned by the previous administration. Certainly creates a legal mess sort out.

Honestly, the pardon issue makes me even more happy, relieved and proud that we have Justice Kavanaugh on the bench, military tribunals to prosecute traitors and corrupt officials, and Donald J Trump as President to lead the administration.

I get what you're saying. That's a great point. It just seems like if they started making high profile arrests before the elections there would be a huge backlash from the left and that would be the entire news story up until the election. It's anybody's guess though. But after the elections maybe the dems will be more discouraged. I don't know.
