Just checked the 381 area code idea for myself. Apparently, it's not an official U.S. area code at all. It's used in quite a few places though, so most likely it's more of a burner phone area code. However, it is the international area code of Serbia, which is just a relatively short distance from Italy. Whether or not this is relevant in this context, I have no idea.
