There are also shifts in tense, basic mistakes of nomenclature, a serious time-line issue of when the letter was mailed, received, and acted-upon, and the letter mentions the desire that it be kept confidential three times... so where is the government form to release the letter from confidentiality?

I don't think there is any technical reason it has to be kept confidential. It's not classified and it isn't protected by attorney-client prison. And I sincerely doubt there are NDAs in place.
Either this PhD is a complete nitwit (very possible) or the letter was written by someone with very poor writing skills. What surprises me is that many people in the decision chain to release the "redacted" letter, who have such a poor grasp of written English.

It's not that it HAS to be kept confidential, but it would be another point of order on how all this was brought forward, and possibly speak to the timing issues of its origin and release, given that there is some question about whether the letter is actually real. You have a letter that might be intended to influence one's Senator on the vote, but not intended to present herself as a material witness against the candidate in front of the Senate and the world. I think that is the point being made about 'confidentiality.'
