I used to dev on Windows (many years ago now). Installing Cygwin was awful. Git bash was better, and Gow was pretty nice & lightweight.
That said after years without Windows I see no reason to go back. I do still run a Win7 box, recently it fatally crashed on a Windows auto-update but got it restored by a sharp IT guy.

Installing Cygwin isn't so bad these days, but if it was a step I could avoid, I would avoid it, because selecting packages is still a bit of an obtuse process.
