If he's at work or using public wifi, this may be content filtering set by company policy as part of their firewall, in which case I have zero problem with it. I set up similar content filtering using OpenDNS because monitors could be seen by passing customers.

OP said it was Symantec software downloaded from his cable modem provider as part of their security suite. I would guess he's using the cable connection, but it is possible he's using a portable device on public wifi.
