Probably none now, but in the future could be used to justify surveillance on you for just about any reason.

It means that if for whatever reason, the government decides it doesn't like you, it can trawl through all your internet history/data and look for anything incriminating to bust you on

You can be arrested for running a nmap command, if I'm reading this correctly:

(A) malicious reconnaissance, including anomalous patterns of communications that appear to be transmitted for the purpose of gathering technical information related to a cybersecurity threat or security vulnerability;
