You don't need to connect to every AP and you would do it prorated by bandwidth used.

If I'm constantly sending data and travelling quickly through zones that contain multiple, independent APs, I would need to open many channels, no?

Well then you use 4g. This is a way to make data cheaper for many but not all calls. But if you can get a network you can make a call. That or just as all wifi can have relays someone could start setting up a wifi with the same SSIS over an entire highway. If they are going to bother with that, that company will probably do multiple highways.
