Hasn't the precedent already been set that an IP address does not identify a single individual? If so, it kind of renders this useless

Unless you can prove that the person behind the device was the only one capable of using that device at the time of offense, then youd be right. At least that's how it was explained to me during a portion of law enforcement training. However, that was more for things that would provide evidence towards prosecuting someone. Like if someone sent cp, death threats, or "im selling the drugs now!" If you're constantly downloading bootleg stuff from the same device, you might not be so lucky.
