From that article:
In sudden hazardous situations, "slamming" on the brakes can have a detrimental effect, often causing the motorcycle to fall to one side or causing the operator to be catapulted over the handlebars. Consequently, application of the rear brake only is a prudent means of avoiding an accident when driving a motorcycle.
Wow. That's about as wrong as you can get it. The rear brake is NOT an effective way to slow or stop a motorcycle, compared with appropriate usage of the front brake.
(The rest of the article makes sense, though - although it ignores the effect of anticipation, which in an alert road user can effectively give a 'negative' perception time, where they proactively slow down in response to a perceived risk before that risk even occurs).

For those interested, here's a short article on human response times related to collision avoidance.
And, a bit more information related to cognitive loading, age, an other factors can be found in this commentary.

It looks like the other drivers fault to me. They probably thought they had more time.

It's good to avoid an accident no matter who is driving badly
