It's only in the city center... not a very large area. And there are tons of trams and the metro that are nearly free. (A new one every 2-5 minutes no matter where you are heading ).

No, it won't - just a bunch of far-left hippies drunk with being given some political leverage in the local elections, looking to implement their deranged utopian dreams, completely divorced from reality as usual. Either that, or a diversion tactic to get people up in arms over something else, rather than the fact that the same retards are filling Oslo to the brim with newly imported Jihadists.

Either way, I'd say it has about 0% chance of ever happening.

The poor people of Oslo, their right to travel in a means that works for them suppressed by a authoritarian government pushing a bs agenda so as to assume more control of their lives

It's Norway, it is a socialist country so everyone is filthy rich and can afford the nearly free public transportation that goes every 2 minutes to everywhere in the city. A car only takes more time, has less leg room and is more expensive. People in Oslo don't want cars in the city centre. They had a car free day last year and was hugely popular and the people demanded a car free city centre.
