So if Windows has been developed for the past 2 decades to provide an optimal UI for people, and China wanted to make its own OS with an optimized UI, why would people expect it to look different?? It's the same with designing most anything. Chances are the top engineers chose to design the thing they way they did because they found that that design works best. If you want to make a different version and you want it to work best, then you'll probably land at something similar. This is why aircraft all tend to look very similar based on their role. The newest 5th generation fighters look very similar to the casual observer, but what you can't see underneath the skin is that they are all very different. Same goes with this OS. The UI looks the same because of course it would; people are familiar with a certain kind of UI. But I'm sure if you look at the code you're going to find big differences.

That's common sense, and exactly why so many people were upset with Windows 8/8.1 and frankly Windows 10 is still not as good a UI as Windows XP/Vista/7

What happened with 8 is that they optimized it for touch-screens, thinking that everyone uses that now, so using the same UI on their PC OS would streamline the user experience. They obviously didn't think too hard about that notion as they were obviously very wrong.
