It could be argued that doorbells don't intentionally alarm people. However, fire alarms would fit the description perfectly. Their purpose is literally to alarm people and get a reaction out of law enforcement (it says any type of reaction!).

A doorbell inside of a police station would get some sort of reaction from law enforcement officers. Therefore hoax bomb.

How would it possibly be legal to install any electronic device at a police station without authorization? Calling it a hoax bomb is a moot point.

A door bell isn't intended to alarm but it's certainly intended to evoke a reaction. The law doesn't require intent to alarm a law enforcement officer, just to cause a reaction of any type by them (for instance, answering the door).
