Which one specifically are you talking about? I've seen a lot of them.

Upon going to the site as directed for details you find this information:
Unlimited 4G LTE data on-smartphone only.*
Those are the only two ads I could find that mention unlimited data and are within the past 6 months (granted I only looked for about 5 minutes.) All the information is right in front of you and available so you know EXACTLY what you are getting.

And yet right there in the ToS, unlimited is not unlimited.

You don't understand what a "limit" is, when someone says "I've reached my limit" it means they are no longer able to continue, they've hit the peak. You can continue to use data beyond 21GB. It does not cut you off beyond that point.
