This guy writes like a pajeet. "Digital" is not an industry. Files do not have "weights". And of course "could care less".

In 2020, I still find images on websites that are over a megabyte in weight. Eight out of 10 people I meet in digital could care less about page weight or performance.

I recall people calling anything created for the web “digital” when I did work for the advertising industry. In their world, for a long time, there were mediums like print, radio, television, and whatever they call posters and billboards. “Digital” is the name they came up with for the web. Advertising agencies that specialize in web content are called “digital agencies”.

The person who wrote that probably had some exposure to the advertising industry. He may work in it.

Based on his profile on that site he definitely works in online advertising.
