The California legislature doesn't pass anything that they can't figure out how to profit from. Contracting is one of their favorite ways to do it. They must have had all the graft work they could handle at the time.
Oh wait. Comcast bribed them and saved them all the work of arranging kickbacks. I get there eventually.

i got 300mbit/s for 25 dollars/month. 200 fucking t-bones. if i'd live in one of the new highrises on the outskirts i could have a 1000mbit/s glass for 50 dollars/month. not singapore.
