You'd still need to trade for replacement parts. Also sounds like a pretty expensive initial investment.

And where would you fly those things? I'd imagine that most countries would be upset about an invasion of their air space. Out in the ocean somewhere? What about storms?

Great questions! Firstly, I think that after the initial prototyping we can mostly 3d print them and make them VERY cheap. Secondly, everywhere. Initially some countries may balk, but eventually they will be competing for the tourism dollars. Over the ocean will ALWAYS be a great option (lots of room / sunlight). Regarding storms: They can either land (in water or on land), or after a first few iterations, navigate into the upper atmosphere ABOVE the storms.
