Do you know of any government programs or initiatives designed to do this to people? I'm definitely being covertly targeted for some reason. How does the technology work exactly?

Very unlikely you are targeted unless you are well connected or have an established history of mental illness.

Low EMF frequencies that piggy back on cell and wifi signals. You can use a bunch of Mylar for a cheap fix, all the way up to Faraday cages and metal linings in walls or clothing. Copper and silver threaded emf clothing is expensive. If you find yourself wrapped in Mylar inside of a Faraday cage and you're still experiencing oddities, it might just be you. Best of luck, I hope you can negate some of what you are experiencing.

How does this cause people to hear voices directly inside their skull though? The voices are very clear and are unrelated to what I have in my memory, so I'm pretty sure my head isn't generating them. I've had my phone's speakers hacked into before so I know it's not my cell phone doing this. I've had this happen at 4 separate places (all while lying down and trying to sleep in a bed).
Do you know if it's possible for someone to accidentally eat a very small radio that can generate these voices?

You could try buying a Q-Link (not related to Qanon) You can hear the chirping of your phone through some old speakers or headphones. You can also hear them with your naked ears if you listen carefully. From what I have read in this instance; it is not the actual frequency you are hearing but the interaction of the air in your ear canal. I can hear them first thing in the morning providing it is quiet.
