Yes.

Every setting can be modified by the user on a Linux machine. The user has access to every single piece of the entire operating system. The user has the ultimate power to tell the machine how to connect to the Internet and what data to send where. Out of the box Linux is damn secure. The only thing it will ever ask from you in most cases is to send bug reports.

I've been thinking of jumping ship to Linux mint for some time now, this might be the final straw. How difficult is the transition from Windows for the average user?

Depends on your need. Do you have must have programs ? Do you game a lot, if yes, which games ? etc.. :)

Otherwise, for "average" needs, it's pretty easy, it's just "different".
