I'm comparing a percentage with a (same) percentage.

That's why percentages are calculated, so they can be directly compared.

If you supply me with 10% more electrical energy but I'm not paying you 10% more money, you're either giving me a discount (thank you) or you're getting conned.

No one is going to notice 6.4% efficiency in their running is what I'm saying (also to whoever is arguing about professional runners good luck using this contraption in a race). Extending the argument to everywhere a percentage is concerned has nothing to do with it. Yes it's a number that is different than zero but it's not meaningful in this context.
