reading about how shortening the running stride improved efficiency reminded me that when i was a kid i had a recurring dream where i discovered that the smaller a step i made the faster i could do it, resulting in me being able to run as fast as the flash... as long as i took super small steps.

That's how the idea came to him. By riding along runners on a bike, then noticing the efficiency differential.
I guess the only worthwhile goal would be to 'run for your life'.
Competition wouldn't allow it and it'd be less of a workout in general.

Legs aren't as good as wheels, two legs aren't as good as four, and we don't have good legs for running (should be digitigrade...Like furries curiously enough).
Ultimately we are designed for endurance, going slow for a long distance in different climates and environments.
We are also highly specialized with our arms, precise accurate movements, perfect for throwing a rock or spear.
