There is indeed such a clause in the IP chapter leaks. You can have terms more extensive than the TPP, but not less.

Each Party shall give effect to the provisions of this Chapter. A Party may, but shall not be obliged to, provide more extensive protection for, and enforcement of, intellectual property rights under its law than is required by this Chapter, provided that such protection and enforcement does not contravene the provisions of this Chapter.

Sorry, that's not what I meant. What I intended to say was if ANY TPP COUNTRY implements copyright of X years, all TPP countries must match it. That way they only need to lobby one country at a time for copyright extensions, and not always the same one, as the rest must follow. I'm surprised they're not going for that.
