You should take time to understand how the Internet works and what can affect your perceived loading speed before jumping to conclusions.

Yeah yeah yeah sites that have had no change in content or number of users just suddenly and permanently get slowed down by half or more after NN falls.

Your ISP shouldn't even know which sites you connect to - if you use a VPN, like everyone should. (Ideally one you host yourself.) If your ISP throttles VPN traffic, get a new ISP. If you can't get a new ISP, it's probably because it's a government-backed monopoly - a problem that NN only makes worse.
