If you're wet though (rain) doesn't that defeat the rubber ground in your shoes?

Water on its own is an insulator. The dissolved solids in water are what conduct electricity. It could increase the potential of a strike but the primary factor is the environment.

If you connected a stun gun or taser to an electrified shirt, would that effect be any different?
